Is President s Day a Federal Holiday : Washington Birthday Festival, the festival was originally implemented by the Federal Congress of the United States in 1880 to government offices in the District of Columbia (20 Statute. 277), and expanded in 1885 to include all federal offices (23 Statute. 516). The first federal holiday to honor an American citizen, the holiday was celebrated in Washington on the occasion of Eid actual birthday, 22 February.
